Arvind Kejriwal is a former civil servant and anti-corruption activist who founded the Aam Aadmi Party in 2012 and served three terms as Chief Minister of Delhi. He won the Ramon Magsaysay Award in 2006 for his right-to-information campaigning.

Biography

From movement to party

In 2011 he was a principal organiser of the India Against Corruption movement led by Anna Hazare, which demanded a strong anti-corruption ombudsman (Jan Lokpal). In November 2012 he founded the Aam Aadmi Party.

The party’s debut in the 2013 Delhi election made Kejriwal Chief Minister for 49 days. AAP then won 67 of 70 seats in 2015 and 62 in 2020. His governments are known for investment in government schools, neighbourhood mohalla clinics and subsidised electricity and water. AAP also won power in Punjab in 2022.

Engineer, tax officer and activist

Kejriwal graduated in mechanical engineering from IIT Kharagpur in 1989 and worked at Tata Steel before joining the Indian Revenue Service, where he served in the income tax department. With fellow activists he started Parivartan, using right-to-information requests to expose corruption in Delhi, and he resigned from government service in 2006, the year he received the Ramon Magsaysay Award for Emergent Leadership.

Delhi model

Kejriwal’s governments made electricity free up to 200 units a month and water free up to 20,000 litres for households, introduced free bus travel for women, rebuilt many government schools with a “happiness curriculum” and set up hundreds of neighbourhood mohalla clinics. Supporters called this the “Delhi model”; critics questioned its fiscal sustainability and the government’s frequent clashes with the Lieutenant Governor.

AAP beyond Delhi

Under Kejriwal’s leadership AAP won a landslide in Punjab in 2022, making Bhagwant Mann Chief Minister, gained national party status and won seats in Gujarat and Goa. His arrest in 2024 and the party’s loss in Delhi in 2025 were major setbacks.

Arrest and later career

In March 2024 the Enforcement Directorate arrested him in a case concerning Delhi’s excise policy, making him the first sitting Chief Minister to be arrested; he denied wrongdoing. Granted bail by the Supreme Court in September 2024, he resigned as Chief Minister and Atishi succeeded him. In the February 2025 Delhi election AAP lost power and Kejriwal lost his New Delhi seat. He remains the party’s national convener.
